A web-facing computer is infrastructure. A domain is an address. A detected website is a site name found at an address. An active site is a smaller group that appears to contain maintained content.
Virtual hosting, content delivery networks, cloud platforms, and shared hosting widen the gap between these totals. None of the four figures is a direct count of hosting customers or businesses.

Hosting location is not the same as business location or visitor location. A company can be based in one country, use a provider in another, and deliver cached files from many regions.
W3Techs can associate one website with more than one server location. The country shares can therefore overlap and should not be added into a single worldwide total.

Large infrastructure does not identify the best host
Market footprint, speed, support, price, and suitability are separate questions.
A large infrastructure footprint can show reach and adoption. It does not prove that one provider is faster, easier to use, or better for a specific website. Those claims require controlled testing and a clearly defined use case.
